Haiwen Edward Liu Appointed to Chief Executive’s Policy Unit Expert Group for Third Consecutive Term
2025年5月28日，香港特別行政區(qū)政府宣布再度委任59位特首政策組專家組成員。海問律師事務(wù)所香港辦公室合伙人劉洋律師，繼2023年首度獲委任后，連續(xù)第三年榮膺特首政策組專家組成員。新一屆任期自2025年5月30日生效，為期一年。
On 28 May 2025, the Government of the Hong Kong Special Administrative Region announced the reappointment of 59 members to the Chief Executive’s Policy Unit (CEPU) Expert Group. Edward Liu, Partner at Haiwen & Partners’ Hong Kong office, has been reappointed for a third consecutive term since his initial appointment in 2023. The new term will commence on May 30, 2025, and will last for one year.
特首政策組專家組于2023年5月成立，旨在為政府施政提供跨界別、具前瞻性的專業(yè)意見。成員來自商界、金融界、專業(yè)團(tuán)體、學(xué)術(shù)界及智庫(kù)等多個(gè)領(lǐng)域，并按主題分為經(jīng)濟(jì)展、社會(huì)發(fā)展及研究策略三大組別，以增強(qiáng)政策討論的針對(duì)性與深度。
Established in May 2023, the CEPU Expert Group brings together professionals from diverse backgrounds, including business, finance, professional services, academia, and think tanks, to provide the Hong Kong government with forward-looking and cross-sector policy advice. The group is organised into three thematic sub-groups: Economic Development, Social Development, and Strategic Research, to facilitate focused and in-depth discussions.
在過去一年，劉洋律師積極參與政策研究與咨詢工作，特別是在推動(dòng)香港國(guó)際航運(yùn)中心發(fā)展方面建言獻(xiàn)策。他深度參與了2024年《施政報(bào)告》的籌備與咨詢，提出了包括改革香港海運(yùn)港口局、構(gòu)建大宗商品交易生態(tài)圈、發(fā)展綠色及智慧港口等多項(xiàng)具前瞻性建議，多個(gè)建議已被采納并寫入政策藍(lán)圖。
Over the past year, Mr. Liu has actively contributed to policy research and consultation efforts, particularly advising on the development of Hong Kong as an international maritime centre. He played a key role in the consultation process for the 2024 Policy Address, where his forward-looking proposals, such as reforming the Hong Kong Maritime and Port Board, establishing a bulk commodities trading ecosystem, and promoting green and smart port initiatives, were adopted and incorporated into the government’s strategic plans.
劉洋律師指出：“香港航運(yùn)業(yè)的發(fā)展必須與全球趨勢(shì)接軌，推動(dòng)綠色低碳轉(zhuǎn)型、智慧港口建設(shè)，并強(qiáng)化與貿(mào)易、金融的聯(lián)動(dòng)。我很榮幸能繼續(xù)貢獻(xiàn)所長(zhǎng)，為香港鞏固和提升作為國(guó)際航運(yùn)、貿(mào)易、金融‘三中心’的地位出力。”

Dr. Stephen Wong, Head of the CEPU, expressed his sincere appreciation to the expert group members for their proactive contributions over the past year. He thanked them for generously sharing their professional knowledge, insights, and research findings across various sectors, which have served as valuable references for the formulation of the Policy Address. Dr. Wong added that the CEPU will continue to maintain close liaison and collaboration with the expert group, working hand in hand to support the Government’s policy objective of “Reform for Enhancing Development & Building Our Future Together”.
