His term will begin on July 1, 2025, and last for three years.
香港海運港口發展局是香港特區政府根據2024年《施政報告》提出的重要制度改革舉措，前身為香港海運港口局。新成立的架構旨在以更高層次、更具專業性的方式統籌制定和推動航運及港口政策，進一步鞏固香港作為國際航運中心的戰略地位。發展局由15名成員組成，包括10名來自業界的非官方成員及5名政府官員，涵蓋船東、船舶管理、海事保險、航運法律、立法和學術等多個范疇，成員皆為相關領域的業界翹楚。
The HKMPDB, newly established under the 2024 Policy Address, represents a significant institutional reform initiative by the HKSAR Government. It succeeds the former Hong Kong Maritime and Port Board, with an enhanced mandate to develop and implement maritime and port policies at a higher level of strategic coordination and professionalism. The Board comprises 15 members, including 10 non-official members from key sectors of the maritime industry and 5 senior government officials. These members represent ship ownership, ship management, marine insurance, law, legislation, and academia, each a recognised leader in their field.

Mr. Liu is the sole representative from the maritime and trade-related legal services sector, underscoring the Hong Kong SAR Government’s strong recognition of the importance of high-end maritime professional services in the industry’s development. Mr. Liu brings extensive experience and international perspective in shipping law, international arbitration, dispute resolution, and industry policy. He has long served shipowners, charterers, insurers, ports, financial institutions, and government agencies, handling numerous complex cross-border legal matters.
作為發展局前身——香港海運港口局的成員，劉律師亦長期擔任國際航運公會中國辦事處及上海代表處首席代表，積極參與國際航運規則制定與區域政策協調。他的加入為發展局在制度設計、政策咨詢及國際溝通方面提供了專業支撐，進一步強化了局方在多元專業領域的基礎。
As a former member of the Hong Kong Maritime and Port Board, Mr. Liu has also served as the Principal Representative of the International Chamber of Shipping (China) Liaison Office and Shanghai Representative Office, actively contributing to the development of international shipping regulations and regional policy coordination. His participation in the HKMPDB provides valuable expertise in institutional design, policy consultation, and international engagement, strengthening the Board’s multidisciplinary foundation.

Mr. Liu holds legal qualifications in Hong Kong, England and Wales, and Mainland of China, and specialises in shipping, trade, shipbuilding, financing, and international dispute resolution. He is highly regarded in the field of international arbitration, commercial litigation and maritime dispute resolution. In 2022, the Hong Kong SAR Government awarded him the Medal of Honour, recognising his significant contributions to the development and promotion of Hong Kong’s legal, arbitration, dispute resolution, and transport law services.

Mr. Liu has also been recognised by international media, having been named among Lloyd’s List’s “Top 10 Global Maritime Lawyers” for three consecutive years, and previously honored as one of the “Global Top 5 Next Generation Shipping Leaders” His professional excellence and international influence reflect the strong global competitiveness of Hong Kong’s maritime professional services.

In addition to its membership structure, the HKMPDB will establish four specialised committees covering port development, maritime services, promotion and external affairs, and manpower development. The Board will actively solicit industry input and promote close integration between research, policy-making, and execution, further enhancing Hong Kong’s international competitiveness in the maritime sector.
