Haiwen Edward Liu Reappointed to Chief Executive’s Policy Unit Expert Group for a Fourth Consecutive Term
2026年5月28日，香港特別行政區(qū)政府宣布再度委任特首政策組專(zhuān)家組成員。海問(wèn)律師事務(wù)所香港辦公室合伙人劉洋律師繼2023年首度獲委任后，連續(xù)第四次獲委任為特首政策組專(zhuān)家組成員。新一屆任期自2026年5月30日起至2027年6月30日止。
In May 2026, the Government of the Hong Kong Special Administrative Region announced the reappointment of members to the Chief Executive’s Policy Unit (CEPU) Expert Group. Edward Liu, Partner at Haiwen & Partners’ Hong Kong office, has been reappointed for a fourth consecutive term since his initial appointment in 2023. His new term will run from 30 May 2026 to 30 June 2027.
特首政策組專(zhuān)家組于2023年5月成立，旨在為政府施政提供跨界別、具前瞻性的專(zhuān)業(yè)意見(jiàn)。成員來(lái)自商界、金融界、專(zhuān)業(yè)團(tuán)體、學(xué)術(shù)界及智庫(kù)等多個(gè)領(lǐng)域，并按主題分為經(jīng)濟(jì)發(fā)展、社會(huì)發(fā)展及研究策略三大組別，以增強(qiáng)政策討論的針對(duì)性與深度。
Established in May 2023, the CEPU Expert Group brings together professionals from diverse backgrounds, including business, finance, professional services, academia and think tanks, to provide the Hong Kong government with forward-looking and cross-sector policy advice. The group is organised into three thematic sub-groups—Economic Development, Social Development and Strategic Research—to facilitate focused and in-depth policy discussions.
在過(guò)去一年，劉洋律師繼續(xù)積極參與政策研究與咨詢(xún)工作，圍繞香港國(guó)際法律及爭(zhēng)議解決中心建設(shè)、國(guó)際航運(yùn)中心建設(shè)等重點(diǎn)議題提出多項(xiàng)建議，并獲政府采納，反映于2025年《施政報(bào)告》及相關(guān)政策推進(jìn)工作中。
Over the past year, Mr. Liu continued to actively contribute to policy research and consultation efforts, putting forward a range of recommendations on key issues including the development of Hong Kong as an international legal and dispute resolution services centre and the strengthening of its status as an international maritime centre. A number of his proposals were adopted by the Government and reflected in the 2025 Policy Address and related policy initiatives.
在國(guó)際法律及爭(zhēng)議解決中心建設(shè)方面，劉洋律師推動(dòng)政府決定對(duì)《仲裁條例》作出修訂，并獲委任為律政司仲裁法律改革工作小組成員，參與相關(guān)法律改革工作。在國(guó)際航運(yùn)中心建設(shè)方面，他持續(xù)就航運(yùn)業(yè)發(fā)展建言獻(xiàn)策，包括推動(dòng)稅務(wù)優(yōu)惠、支持?jǐn)U大海事保險(xiǎn)業(yè)務(wù)等，為鞏固和提升香港國(guó)際航運(yùn)中心地位貢獻(xiàn)專(zhuān)業(yè)力量。
In relation to the development of Hong Kong as an international legal and dispute resolution services centre, Mr. Liu helped promote the Government’s decision to amend the Arbitration Ordinance and was appointed as a member of the Department of Justice’s Working Group on Arbitration Law Review, contributing to relevant legal reform efforts. With respect to the development of Hong Kong as an international maritime centre, he continued to offer policy recommendations, including the promotion of tax incentives and support for the expansion of marine insurance business, contributing his expertise to the consolidation and enhancement of Hong Kong’s position as an international maritime centre.
目前，劉洋律師正就香港特區(qū)政府首份“五年規(guī)劃”相關(guān)工作參與咨詢(xún)并建言獻(xiàn)策，重點(diǎn)關(guān)注國(guó)際法律及爭(zhēng)議解決中心和國(guó)際航運(yùn)中心建設(shè)。他結(jié)合國(guó)際法律服務(wù)、航運(yùn)發(fā)展及跨境商業(yè)實(shí)踐經(jīng)驗(yàn)，就有關(guān)領(lǐng)域的發(fā)展方向提出建議。
Mr. Liu is currently participating in consultation and providing recommendations in relation to the Hong Kong SAR Government’s first Five-Year Plan, with a particular focus on the development of Hong Kong as an international legal and dispute resolution services centre and an international maritime centre. Drawing on his experience in international legal services, maritime development and cross-border commercial practice, he has offered suggestions on the development directions of these areas.
