本屆為期兩天的高峰論壇由香港特別行政區(qū)政府與香港貿(mào)易發(fā)展局聯(lián)合主辦，是“一帶一路”國際合作的重要旗艦活動(dòng)，吸引了來自沿線國家和地區(qū)的6,000余名政府官員、商界領(lǐng)袖及專業(yè)人士參會(huì)。今年的論壇圍繞貿(mào)易、基建、金融、創(chuàng)新與法律協(xié)作等議題展開高層次討論，推動(dòng)多邊合作與發(fā)展。
The two-day Summit, co-organised by the Hong Kong SAR Government and the Hong Kong Trade Development Council, is a flagship international forum that brings together over 6,000 government officials, business leaders, and industry experts from across the Belt and Road countries and regions. This year’s Summit featured high-level discussions on trade, infrastructure, finance, innovation, and legal cooperation under the Belt and Road Initiative.

作為論壇的一項(xiàng)正式議程，劉洋律師受邀出席“滬港‘一帶一路’企業(yè)家圓桌會(huì)議”并發(fā)表主題演講。該圓桌會(huì)議由上海市政府港澳辦、香港貿(mào)發(fā)局及上海市商務(wù)委員會(huì)聯(lián)合主辦，參會(huì)代表包括來自上海、中東(科威特、阿曼、阿聯(lián)酋)及東盟國家的工商界代表。
As part of the official programme, Edward Liu was invited to speak at the "Hong Kong-Shanghai Belt and Road Business Roundtable", which included delegates from Shanghai, the Middle East (including Kuwait, Oman, and the UAE), and ASEAN countries. The roundtable was co-hosted by the Shanghai Municipal Government Hong Kong and Macao Affairs Office, the Hong Kong Trade Development Council, and the Shanghai Municipal Commission of Commerce.
在發(fā)言中，劉洋律師提出了“四個(gè)共同”的理念，系統(tǒng)闡述了香港法律服務(wù)的核心優(yōu)勢，并指出這正是香港在“一帶一路”倡議中扮演“超級(jí)聯(lián)系人”與“超級(jí)增值者”的關(guān)鍵所在。
In his presentation, Edward Liu introduced the concept of the “four commons”, which he described as the core pillars that distinguish Hong Kong’s legal services and position the city as both a “super-connector” and “super value-adder” under the Belt and Road Initiative.
一是語言共同。 香港以中英文作為法定語言，其中英文是法律界的主要工作語言。這種雙語能力，使香港律師能夠有效服務(wù)“走出去”的中國企業(yè)及有意進(jìn)入中國市場的國際客戶。
The first common is common language. In Hong Kong, both English and Chinese are official languages, and importantly, English is the primary working language for legal professionals. This bilingual capability ensures that Hong Kong lawyers can effectively serve both Chinese enterprises going global and international clients entering the China market.
二是法律共同。 香港目前是全球唯一實(shí)行普通法體系且具備中英文雙語司法環(huán)境的地區(qū)，其法律制度植根于成熟的普通法原則，具備高度穩(wěn)定性、透明度及國際認(rèn)同感，為境外投資者和商業(yè)主體提供值得信賴的法律保障。
The second common is common law. Hong Kong is currently the only true bilingual common law jurisdiction in the world, where both English and Chinese are used in legal proceedings and legislation. Its legal system is rooted in well-established common law principles, offering a stable, transparent, and internationally familiar legal framework that instills confidence in cross-border investors and commercial parties.
三是機(jī)制共同。 香港作為國際仲裁中心享譽(yù)全球，具備中立、高效、可執(zhí)行的爭議解決機(jī)制，其完善的仲裁制度和豐富的法律人才儲(chǔ)備，使其成為處理跨境交易爭議的首選地。
The third common is the common mechanism for dispute resolution. Hong Kong is widely recognized as a leading centre for international arbitration, providing a neutral, efficient, and enforceable mechanism for resolving cross-border disputes. Its robust arbitration infrastructure and legal expertise make it a preferred choice for businesses involved in complex international transactions.
四是文化共同。 香港兼容中西文化，具備開放包容、務(wù)實(shí)高效的營商氛圍，在中外企業(yè)之間架起溝通與合作的橋梁。其商業(yè)文化建立在法治精神與國際最佳實(shí)踐的基礎(chǔ)上，為全球市場的對(duì)接提供有力支撐。
The fourth common is common culture. As a city where East meets West, Hong Kong offers a culturally inclusive and commercially pragmatic environment that enhances mutual understanding and cooperation between Chinese and international stakeholders. This shared culture of doing business—grounded in professionalism, respect for rule of law, and international best practices—makes Hong Kong a natural platform for bridging global markets.

Julia Zhang also held productive discussions with delegates from the Kuwait Government, including representatives from the Ministry of Finance and the Consulate General in Hong Kong. Notably, mutual interests were exchanged regarding high profile investments in each other, with Haiwen having acted as the lead counsel.
