As part of a three-member delegation alongside Mr. Sai-fa Wong, Director of Marine, and Mr. Samson Cheng, Assistant Secretary for Transport and Logistics, Liu undertook a comprehensive programme of activities to showcase Hong Kong’s unique maritime strengths. This marked the second overseas promotion of Hong Kong shipping since the establishment of the HKMPDB on 1 July 2025, following an earlier trip to Kuala Lumpur, Malaysia, where Edward Liu represented Hong Kong alone to promote the city’s maritime cluster. These efforts underscore Hong Kong’s commitment to advancing its role as a gateway to Asia for international shipping and trade.

During the visit, Liu moderated a key panel discussion at the Xinde Marine Forum London 2025, entitled “Navigating the Uncertainty: Risk, Resilience, and Returns.” Held on 15 September at Central Hall Westminster, the panel addressed the challenges posed by geopolitical instability, trade policy changes, tariffs, and environmental regulations, with Liu steering the conversation to provide practical, forward-looking solutions. His leadership demonstrated Hong Kong’s strengths as a hub for maritime finance, legal services, and arbitration, positioning the city as an essential partner for global stakeholders navigating regulatory and market complexities.

On 16 September, Liu also delivered a keynote address at a breakfast seminar hosted by Quadrant Chambers. The seminar, “Headwinds of Change – Shipping and Shipbuilding in an Era of Tariffs, Geopolitical Instability, and Climate Change Regulation,” which was held at the International Dispute Resolution Centre, provided an opportunity for Liu to draw on his extensive experience as a Hong Kong-based lawyer. He outlined how Hong Kong’s legal framework and regulatory environment can help the global shipping industry address critical challenges such as sanctions, trade fragmentation, and climate-driven compliance.
