The Working Group, established by the Department of Justice, is tasked with reviewing the Arbitration Ordinance (Cap. 609) and recommending legislative reforms to enhance and modernise Hong Kong’s arbitration framework. This initiative forms part of the Government’s broader efforts to reinforce Hong Kong’s position as a premier international arbitration hub.
該工作小組由七位成員組成，均為法律界的杰出代表，包括律政司司長（擔任主席）、副司長（擔任副主席）、一位終審法院常任法官、兩位英國御用大律師、香港國際仲裁中心秘書長以及劉洋律師。該委任反映了律政司對劉律師在國際仲裁領域的深厚專業知識、思想領導力，以及他在香港及區域法律政策發展方面的重要貢獻的高度認可。
The Working Group comprises a select and distinguished group of seven members, including the Secretary for Justice as Chairperson, the Deputy Secretary for Justice as Vice-Chairperson, a Permanent Judge of the Court of Final Appeal, two King’s Counsel, the Secretary-General of the Hong Kong International Arbitration Centre, and Mr. Liu. Thus, such appointment reflects the Department’s recognition of Mr. Liu’s deep expertise in international arbitration, his reputation for thought leadership, and his significant contributions to legal and policy development in Hong Kong and the region.
劉洋律師的任期為兩年，由2025年10月30日起至2027年10月29日止。
