Mr. Liu has been named to the inaugural Greater Bay Area (GBA) Arbitrator Panel, jointly established by the legal departments of Guangdong Province, the Hong Kong SAR, and the Macao SAR. He is among fewer than 50 Hong Kong-based arbitrators selected for inclusion in the 143-member list, which was formally launched on 30 December 2025.

The GBA Arbitrator Panel represents a key milestone in promoting collaboration among the three jurisdictions and in developing a world-class, integrated dispute resolution ecosystem in the Greater Bay Area.
